In my opinion, the full steps designation applies mainly to MS coins and not proofs. The reason for this is, the MS version is normally struck once, where as it is common practice for a proof to be struck multiple times, usually twice.
Prices for higher graded coins may go up significantly if it is slabbed by a 3rd party grading service. It's a risk, unless one can be positive it will grade among the top 4 grades.Gary Kozera
