In my opinion, it's post mint damage. Some one skidded this on the floor, or similar effect.

Thanx, the slight doubling around nose,mouth would this be considerd Hub dubling or rotation as mentioned skidding marks or rotation marks..My coins sat in damp storage for 50 years not sealed and managed to oxidize and change colour.Thanx...Comment
