In my opinion, I believe if it was off-center the design elements to the east would be off the coin. Since the west side of the coin on the obverse is about 15% eastward on the coin, the extreme east side would have to be that far off as well.
As you probably know, the upsetting mill was where the rim was added before the strike. The fact that the "L" in LIBERTY is practically non-existent is concerning. Also, the reverse on the east side has a raised ridge on it, which is probably not part of the rim.
I am leaning toward post mint damage of some sort. It does not appear to be a misaligned die, or a broad struck and in my opinion, it is too odd to be an off-center.
Error-Ref may have a better answer, but there are a LOT of possibilities

Thanks Gary and glad to be back lots happened in the past year or so but we are moved into a new house and just getting my coin room set up so I will be on here helping as much as I can. I will trough this one in the ever growing pile of not sure along with the many rolls of RPM's waiting to get attributed
