1982 small date penny maybe errors

The 2 looks like a normal 2, and not a fancy 2. The normal 2 is typically a small date. The fancy 2 is typically a large date.
Another way to tell is by the size of the top circle in the 8. A small date has a very small hole in the top of the 8. A large date has a larger hole in the top of the 8.
One thing to realize is, once the coins hit circulation and people handle the coins, it's open season for abuse on coins. Some actions are accidental, some are intentional.
Coins are used as tools, used as spacers, shims, washers and many other things. People put them in vises and try to make home made error coins. The abuse is out there. It takes time, patience and asking a lot of questions to understand what happened to the coin.
Logically thinking about what could ha e happened to the coin helps. Seeing true error coin examples also helps. A great resource for all sorts of errors and items that may not be worth anything is:
