In my opinion, that looks like another reeded edge coin hit this coin really hard. You see a lot of this on Kennedy half dollars. This could have come from a Kennedy half hitting the Washington quarter. There is a slight chance of a sliver of metal from the collar might have fell between the working die and the planchet, then it got struck, but I believe it would be flatter, since the minting presses use tons of pressure during strikes.Gary Kozera
