It could be one of three things.
It could be a die chip, die cracked die or t de die gouge. If its dug into the die, it becomes raised on the coin.
It could be a trapped gas bubble. They anneal or warm the planchets (coin blanks) up prior to them being struck into coins. It makes the meta little softer and the working dies last a little longer that way. If the planchet gets too hot, gas bubbles can form under the really thin copper layer.
Most seasoned collectors would leave these types of issues alone in respect to collectability. They were widely available.
