1989 Quarter with overlapping reeding on the front

This looks very unusual but maybe it's more common than I think. There looks to be reeding that has overlapped on the left side of the quarter on the front. Would this be consider an error and if so, what type and what would cause this? Thanks again for all your responses!

This is an example of collar clash. The obverse (hammer) die struck the top of and/or scraped along the working face of the collar. The edge of the rim gutter picked up serrations from the ridged working face of the collar. This was then transferred to your coin. It's a pretty common error. Yours is a particularly nice example.
