CONECA (pronounced: CŌ´NECA) is a national numismatic organization devoted to the education of error and variety coin collectors. CONECA focuses on many error and variety specialties, including doubled dies, Repunched mintmarks, multiple errors, clips, double strikes, off-metals and off-centers—just to name a few. In addition to its website, CONECA publishes an educational journal, The Errorscope, which is printed and mailed to members bimonthly. CONECA offers a lending library, examination, listing and attribution services; it holds annual meetings at major conventions (referred to as Errorama) around the country.

    Does anyone know how this happened? (I'm sorry, I'm new to collecting and don't know much)

    In my opinion, from the photo the E and R of LIBERTY look damaged as well. This could be post mint damage (PMD) which is done after it left the mint.

    The other possibility to the head is an abraded die. This is where the mint workers got overzealous and polished die the with an abrasive and it scratched away some of the details.

    The coin looks heavily circulated, so its some what difficult to know what happened for sure.
