In my opinion, that bluish substance on the reverse of the coin is probably zinc that has escaped due to the thin copper layer being damaged. The coin appears to be damaged near the rim on the reverse from STATES OF AMERICA. That could have been damage from a coin wrapping machine.
This coin overall is not the prettiest. It might receive a details grade if that is damage next to the rim.
Whats the obverse of the coin look like ?
If the staining is more green than blue, then it may be verdigris and the coin more than likely receives a details grade, with an environmentally damaged on the label.
Depending on where you send it, I suggest letting CONECA have a look at it for a nominal fee.

I highly suggest adding as much text and photos tnat you can. By doing all the work up front it will save time and the number of times that a CONECA staff member will have to circle around to get a final assessment.
