In my opinion, the decision to send this in for grading and encapsulation is your decision.
I can see the clash but will it appear good enough in a holder? I will add there appears to be damage on Roosevelt's face and that might give it a "details" grade. It might be coin counter damage. I don't know if collectors will shy away from the damage on the coin, if your intention is to sell it.
It depends on what your plans are for this coin. Think about the return on investment.
You will have to research the third party grading services to determine which one might give you the better price. Make sure you factor in the return postage which may exceed $25.00.
I tried going to https://maddieclashes.com to see if this one was already listed but, the website is throwing a database connection error.

Thanks, I had the same trouble with madclashes site as well. That was my worries was the scratching on his face. If there are better egsamples floating around then I guess it will just be a addition to the collection than to send off and get graded. Especially if its just gonna get the detail grade.

In my opinion, die clashes are somewhat collecible. They can be found on just about any denomination, from cents to dollars. The problem with them is low collector interest, unless they are super dramatic.
Once maddieclashes gets back on line, you will be able to take a tour through the site to see what other years and examples are out there.
You can get a general idea of what die clashes go for by searching for

If that coin did not have damage to it, i believe the cost to get the coin authentcated and slabbed might cost more than the coin is worth.
I believe sending it in will be northward of 60 bucks, or with pcgs, close to 100 since they charge closer to 75 bucks alone for modern errors. Add return postage (close to 25 bucks) and the return on investment may be going south. It needs to wow the collector in order for them to want it. Drama is everything. Add in the ole addage:
"A collectible is only as valueable as the collector is willing to pay for it".
