I believe that this is a die clash after looking at maddieclashes.com photos. On the reverse of the coin, I have arrows pointing to what appears to be Washington's head. I'm not sure what the spots are on the reverse of the coin. Is it a different alloy?

In my opinion, this might be post mint damage. It could very well be some sort of liquid that dried on the coin. There might be bubbles of air trapped beneath this substance. It appears to have some discoloration so thats why I am leaning towards PMD.
IF this was my coin, I would get a soft toothpick and gently nudge an area. It may move or potentially scrape off. If you decide to do this, do it your own risk.
It doesnt have the same general shape a clash would have.
