I agree with Centwise. It looks like a combo of acid treated and then some one used an abrasive on it like emery cloth or high grit sandpaper. If a coin reaches circulation, they are vulnerable to all kinds of garage experiments.
If the OP thinks this is pretty good shape and wants to spend close to 75+ bucks to get it graded, I suggest they look at other coins in the higher grades. Look for already slabbed coins and note their appearance, espeacially gem BU. You also should look up prices of coins on pcgs.com or the fair market value on numismedia.com.
Ive seen Indian Head cents in good condition that are better shape compared to this example.
