This is a 1989 Lincoln cent with what looks like die scratches on both obverse and reverse of the coin. Also wondering it is a DDR, because of the three objects above the T E S of STATES. Thank you for the help.

The heavy die scratching on both the obverse and reverse was probably to remove a die clash. The later year 1980 LMCs were particularly known for this.
The doubling appears to be a plating issue, where the copper layer has bulge slightly from oxidation that is taking place on the zinc underneath.
