Found this penny today,was adding some to penny books,it was in the same jar as the nickle (my collection as a kid). I was shocked to see it. What is it an error or mis-minted?

It is a clogged die that struck this coin. The more famous clooged die is the 1922-D, die pair# 1 and 3, with weak D or no D.
What has happened is that the recessed area in that part of the die has filled with gunk and will not letmetal flow into that particular recess. Thus the missing letters in LIBERTY.

It has minimal value, mostly as a curiosity. On E-bay it would sell in the general area of one to two dollars.
