There is only one 1969-S Lincoln cent that will show doubling on the VDB and not have it be machine doubling and that is the 1969-S, DDO-001.
What confuses most people is that the VDB, even when it is machine doubling, is incused and that throws people for a loop. However, it is the only way it could happen. As the coin bounces back up into the retreating die if it hits that portion of the die with the VDB, which is raised on the die, it will cause another partial or whole VDB to appear.
