Hi dnalabelle,
The mint mark was punched into the working dies until the year 1989. The following year, the mint mark was punched into the master die. With this information, it would be virtually impossible to see a mint mark on the rim since the rim is actually formed by the striking of the coin
Your first guess was correct; it is post mint damage.
