Interesting. Canada strikes so many coins for other countries that it's hard to say whose planchet this is. Canada was making some nickel planchets for the U.S. at this time, so a U.S. 5c planchet is a possibility. The weight certainly matches. On the other hand, the incompletely formed rim and presence of metal flow suggests that the starting size of the planchet was smaller than a Canadian 5c coin.Mike Diamond. Sorry I failed to mention that the coin was struck as a quarter not a nickel. It's one of those 25 cent commemorative issues "Pride". I too heard that the Canadian mint made 5 cent planchets for the US Mint in 1999 and 2000.James Zimmerman
