Slug or Real Blank 25c Planchet?

This "coin" weighs in at 6.24 grams...New Quarters are supposed to weigh about 5.67 grams. The diameter matches a quarter right on. The edge is more golden, and shows no copper I can see(It is the coin on the top, lined up with circulated quarters)...the rim has a rim running right down the middle, all around......the rim is flat, and has not been "upset" and raised.....so..is this a "plug", intended to fool vending machines?
    Thanks
    Cal

Looks like a machine shop job. It may have been done a while back when a quarter was worth the time to make a plug.
