Partial collar error?

I could be wrong on this one, but my suspicion is that this was an encased coin at one time (good luck charm, etc.) and the marks that you are seen on the edge of the coin are from when the coin was encased.
I am confident that this is not a mint error.

This is a genuine partial collar error. It was struck with an inverted die setup such that the reverse die functioned as the hammer die (that's not an error). Unfortunately the coin was damaged afterward in a coin-sorting or coin-wrapping machine that left a serrated pattern on the protruding portion of the edge.Mike Diamond.
