1995 D Quarter - Most amazing detail I have ever seen - but whats with the surface

Please give me feedback on this - I have no idea what the deal is with this....it is heavily and symetrically scratched from 7 o'clock to 1 o'clock and 11o'clock to 5 o'clock the width of the coin...no idea - but looks to be mint made- like it is unpolished or something

That's a neat looking one for sure. It's hard to tell from the photos, but it seems like the scratching is uniform through the raised areas as well as the field. If that's the case it would suggest something that occurred post-mint, as the abrasives used on the dies are made to focus on the field and can't get that kind of uniformity in the nooks & crannies. Not sure what it might be though.

      It's smooth and flat

Looks like some sort of unpolished planchet or something like that...def doesn't look like post mint damage....

I have a 63 Quarter that has the same look. It comes from Polished Dies.

I wasn't sure with it going across the raised elements, thanks for chiming in, I'll file that one in my brain for future reference.
