Not quite junk, but almost. It's a case of "plating disturbance doubling". It's the numismatic equivalent of an Indian burn. The plating lifts up next to raised design elements because it undergoes more tensile stress here. It often splits, but when it doesn't, it's likely to bulge up. While it is an error, it has no market value, unless the doubling is extensive and results in the duplication of, say, Lincoln's profile or an entire motto/legend.Mike Diamond.
