If not, would this be a rolled thin planchet? If so it would only be my second. I have a wheat cent that weighs 2.71 grams (I think). There are some parts of the coin that aren't struck that well.

Is -0.15 grams within mint tolerances for a copper plated zinc cent?

Yes, this is out of tolerance. But not so far that buyers would be rushing to your door to buy it.
I have a bunch of light-weight quarters that I got from a vending operation -- rejected by their counters. Out of spec but not of great interest to my customers.
Not to downplay your coin, just want you to be aware that it is a nice coin to find and keep but few buyers. A good educational piece. I have a lot of those.Ken Potter

Thanks Ken. Yeah, I figured it would need to be way under or over before there was a premium associated. I want to keep it anyway. That way I have a copper & a zinc specimen. I'd like to have one of all current denominations, but unless I accidentally drop one and it sounds funny, I don't weigh every nickel, dime, or quarter.
