What happened this cent. Premint, during minting process or after

It appears to be die polishing done by mint employees to remove blemishes from the die. I also noticed a small die break from the base of the meorial to the rim.

There's no die break from the Memorial to the rim. It's a die crack. Beyond that I detect possible die scratches around Lincoln's head and between the columns on the left side of the Memorial. All in all, it's a pretty normal cent.
