I have seen this on a handful of Kennedy half dollars over the years.
I could simply be a die gouge, or some sort of strike thru or foreign material
But it could simply be an over polishing/ retooling too.
Its tough to say since the coin looks like it has been in circulation.
If a coin could talk, we'd hear exactly what happened...
Mike Diamond may wander in here as usual and offer the exact cause.
