Die deterioration and a well worn coin.
The area you point out is low and shelf like. The letter is thinner than normal so that typically is damage or machine doubling,, die deterioration or other related damage. It's not thicker not showing split serifs.
Variety Vista has one DDO for this year and it is minor and the pick up point is in a different area.
