Can you give us full coin obverse and reverse photos? Also can you get a clearer picture of the mint mark? It appears that something is there, however, I am unable to determine if it is die deterioration, gouges, or something else.

Since the mid 1990's or so, the mintmarks were added as a deign element and no longer punched in by hand. This means IF the mintmark is doubled, other areas of the coin may be as well.

It could be debris in the hole as well. It's difficult to tell.

If that jagged line to the east of the "P" is a die crack, it could have affected the mintmark.

I'd search https://doubleddie.com to see if John Wexler has any more info on this coin.
