If it is not raised, it is a scratch that was done after it left the mint.
For circulated coins, it's tough to identify a "wire or fragment" style strike unless there is some evidence of some of that material within the strike area.

Definitely a scratch post mint damage. You can see at the rim where it dragged the metal. On a strike through error, it does not do that; it simply leaves a smooth impression, or obscures sunken die elements.Wendell Carper
