Yes it is PMD. I shake my head when I see stuff like this. This one is just beat up pretty bad.

When the copper core is broken, the coin leaks out some of the zinc core over time. This coin could have been used as a shim, or just outright abused. In any event, it was done outside the US Mint and does not fetch any premium.
