The metal pushed out past the rim tells me PMD. A coin struck through debris in a collar would be round and not have the metal flowing out. Unless it is a partial collar which is another error altogether.

Thank you JC and PNWMAKES. See, initially I sad the same thing. Then I saw some where that this can also be damage done somehow during the striking process. This is why I brought it to you because I’m sure I saw a video on this type of damage saying many over look it as PMD but that in fact this is done at the mint. Maybe I can run across that video again. Thank you gentleman I appreciate your feedback!

Not an error, PSD “Post Strike Damage”. Most likely done by a sheet metal cutter.
