I am not sure what to think of this.
Can you get the weight of this coin down to the hundredths of a gram ? (X.XX)
is the coin the same size diameter as a normal Washington quarter or is bigger ? Smaller ?
Does this coin have reeding around the edge ?
Here is my gut feelings about this...
This will need to be researched.
I personally don't know of any "20 star" aound the rim style coins in the 1988 range that came from the United States. It's a wild thought on my behalf, but the side with the unknown Eagle almost looks like an old gold style pattern.
What i meant by researched is, that lets see if the weight and approximate diameter can be used to see if any foriegn coins were struck in 1988 at any US Mint. We would have to see if any would match the design.
The easiest and fastest approach is to go the top left area and choose the FORUMS tab. On that locate the CONECA SERVICES area. Under the CONECA Services should be on called EXAMINATIONS.
I suggest posting this coin in the Examinations area and seeing if some one can offer a good opinion on this. Put as much info as you know about the coin itself. Looks like from the data you provided it was struck on a quarter planchet.

Now to figure out what that other strike was...
I am on a tablet, so I do not have access to my attribution folder at the moment, i may be able to get to this tomorrow or Sunday.
I will attempt to look over a 60 page pdf file trying to see if any foriegn coins were minted in a US Mint in 1988.
The key here is, they would have to be the same size or slightly smaller in diameter. IF there are any, in order to find a photo, and it's a foreign coin, we take the list and head to numista.com, under the coin section. We search each country by year. I went to numista.com, scrolled quickly thru 600-ish coins.searched all issuers on the year 1988. No matches for that unknown Eagle type.
The pdf i scrolled kinda fast but piad attention, no 1988 year seen in the pdf...
