Wrong Planchette
This is a 1999 cent that weighs 2.5 it appears it’s stamped over something not sure any insight would be greatly helped

In my opinion, it looks like stereotypical zinc rot. A tore up cent.
That weight of 2.5 grams is right on for the weight of zinc cents.
Copper is 3.11 grams.
Once a coin is in circulation, it's very hard to know for sure what happened to them.
One should not assume it's an error unless it looks exactly like a classic error or variety.
