Hard to tell for sure without having the coin in hand but it may be the result of the die being damaged (die dent) causing metal to flow into the damaged area as a raised area on your coin.James Zimmerman

I agree with Zimmy It does not look like a clash or a die break.
If it is raised on the coin its either a die gouge or die related damage.Gary Kozera

Do you know how to overlay a picture over a picture in the paint program?
