1968 25c proof, major ejection impact doubling.
Nice proof specimen to check out for this odd style of doubling. Check out top of wings, States of America, and rim below quarter dollar.

pretty neat example, especially on a proof. i'm not sure i recall seeing the effect go into the rim like that.

With this die having everything recessed in design it's the background that scraps the coin leaving a doubling of the lettering on the raised portions of the coin.
Well that's my thinking behind it. It's the only way I could explain it because it's not a double struck coin.
