At first sight I though the cent was just dirty. Would this be a retained struck through? If so how do I get it certified? It is my understanding that retained struck throughs are rare?

In my opinion, this is not a struck through, it appears to have been added after it left the mint. If it were a struck though, some of the material should have been mashed into the coin. All I see is some sort of foreign substance on the face of the coin. The white area might be some adhesive used to attach this debris to the coin. It's difficult to tell, without the coin in hand.
But in any event, if you decide to pursue this further, add a post with photos under the coneca services area under examinations, which can be found on the main page of this forum.Gary Kozera

I will pursue it further. Would it hurt the coin if I used the acetone? Or should I leave it as is?
