i thought for a sec it could be double struck but i'm not seeing any other devices "doubled" and it is pretty rare that if it were double struck in this orientation, to not see surrounding devices "doubled" as well.
i am wondering since the legend is incuse, if this is just what it looks like with some machine doubling ie die bounce etc.
whatever comes about it, unless someone that knows what they are doing says 100% it is not an error, for sure set it aside.
i've seen something like this from the F initial below the date on a buff nickel because the F is incuse, when it gets die bounce or whatever you wanna call it, it looks actually doubled.
i'll see if i can find that image(s) from the past few years.coinfacts.com - conecaonline.info - board.conecaonline.org/forum/numismatic-site-links - briansvarietycoins.com - coppercoins.com - cuds-on-coins.com - doubleddie.com - error-ref.com - franklinlover.yolasite.com - ikegroup.info -lincolncentresource.com - maddieclashes.com - money.org - ngccoin.com/price-guide/world - ngccoin.com/census - ngccoin.com/resources/counterfeit-detection - nnp.wustl.edu - pcgs.com/pop - pcgs.com/coinfacts - pcgs.com/photograde - varietyvista.com - vamworld.com

ok. that worked out. found a couple examples to show what a device on the die which is raised, which is unusual since most things are incuse on the dies, would look like with just regular ol die bounce.
i'm not saying 100% that is what your quarter is but that is the closest thing my mind can come up with. hope someone else will chime in.
these are great examples because it shows normal machine doubling on the other devices, so not a second thought is given but with that one little ol F there, it sure makes a neat conversation/education piece. i've looked at a lot of high-grade buffs and this actually doesn't occur that often from what i've seen.
would be interesting to study the gold indians that are incuse. i don't recall seeing a lot of this but surely since the entire obv/rev is incuse, there are some examples.

On the original posters photos of the date, the E has the same issue. This coin is intriguing, we would have to see some other letters of E PLURIBUS UNUM with the same type lighting set up to see if any other devices are showing the same issue. There might be enough here to merited CONECA staff examiner to look at the photos too.
IF you are looking for the CONECA staff to look this over.....
I suggest go to the top of this post to the top left
Go to the FORUMS tab..
That will bring you to the main forum page.
Find the CONECA SERVICES forum.
Under that is the Examinations area.
I highly recommend adding a post under the examinations area with up to 8 photos there, describe what you see in text. Let them know if what you see is risen or sunk into the coin.
It is typically a good idea to overload your first post, since it may take the examiner quite some time to circle back to posts. If you need more than 7 or 8 photos, simply reply to your post, and you can add more.Last edited by MintErrors; 06-18-2023, 02:28 AM.Gary Kozera

If those letters are incused, or sunk into the coin, its an uphill battle for them to be called a DDO. I have seen quite a lot that have been incused and all of them, we're deemed not DDO's nor DDR's.
I think John Wexler had an article on the incused quarters at https://doubleddie.com
People quoted him, but i personally do not like to unless I heard it or see it myself... but in a nut shell, its tough to find a current modern day coin that is an incused doubled die.
