In my opinion, from what I can tell from the photos, it looks lower and shelf-like.
It also has no listings for 1993 at varietyvista.com:

It could easily be some some of abrasion doubling (debunked), or a half dozen types of mechanical or machine doubling - all worthless doubling....

i'd have liked better images just for argument sake but it just looks like SERIOUS die erosion and/or ejection doubling.

In my opinion, if this was a double struck coin in collar, it may have shown on more than a small area, and it might have shown this on both the obverse and reverse as well.
