  • 1973-D Washington Quarter Rough Rim? Cud?

I found this 1973-D quarter from a P&D 73 Mint Set today, bought it for the IKES of course, yet found this interesting rim-1st pic by itself, 2nd pic side by side with a normal 73-P--you look down ON the copper rim, it is so overhanging--on the side-by-side rim pic, the error coin is on the left--odd, smaller rimlines----the copper clad portion is VERY rough, does not appear to have been seated properly-one area is pushed over onto the rim--all areas are unfinished and the rim is just a mess, looks like it could cut you its so rough-The most interesting feature, to me, is when you look at the coin straight on--the Obverse shows a normal view, with a nice clean silvery rim--this reverse, straight on, to see the silvery rim, then the roughed copper on top of that, all the way around, making for a weird look---any interest or importance? I have more pics, if you want them.

I'm not sure what's going on here. The appearance is unfamiliar to me. It's not a reverse partial collar.
