Working dies are replaced on a as needed basis. One die could have been replaced recently, and the other could be at 50% of its life. The Mint did not typically replace both dies at the same time.
Legitimate toning typicall happens for various reasons, paper rolls, dramatic temperatures, mint packaging or contact with some sort of material, like a velvet bag or coin wrapped in a cloth.Gary Kozera

It may take a long while for it to naturally tone more. IF it tones any more, the direction will be probably in the direction it was headed, but in was removed from the incubator that caused it to do so. I don't know if it will tone any more.
