It's heavily circulated. Along with circulation, comes post mint damage. This is post mint damage.
for example look at the 9 in the date. The top part of the 9 is pushed in, but the very base (under the damage) of that 9 appears to be normal.
One thing to remember is, that one, the working dies are basically made all the same. The working dies then strike close to one half million dimes. IF this issue was on a half million dimes, not only would it be worth just a dime in BU, it probably would have been reported a long time ago.
It is very difficult to know what happens to coins once the receive damage after it left the mint. Only two things know what happened, the coin, who is not talking, and potentially the person who placed that coin in harms way.
It could have been old damage from:- Coin roller.
- Coin counter.
- Using it as a tool, spacer, shim or other issue.
- Hundreds of other post mint damage scenarios.
