In my opinion, although it looks different, it's not a doubled die. It looks like localized machine doubling, which is worthless to collectors.
There are literally hundreds of different combination of things that may go wrong when coins are minted, since the minting presses operate at jackhammer speeds. I am not sure how many coins a 5c working die makes, but a rough guess is close to 500,000 or so. These dies get worn out over time.
In addition, a train wreck of planchets might have occurred and disturbed the strike of this coin. Sometimes, it can be tough for some people to tell when coins go into circulation if it was done at the mint, or done in some one's garage.
