1880 S half eagle mint error?

On the rim of this 1880 S half eagle there is a defect. In y'all's opinion is this a mint error?

In my opinion, it looks like something that occurred after it left the mint. That is called post mint damage (PMD). It is on the rim and looks like it is on the part of the design of the coin as well.

This was probably done after it was minted. The reason is, that damage hangs down below the denticles or teeth near the rim. If it was there before or during the strike, the material in the way would have been hammered flat by the strike.

That sounds likely because it would be flat. I don't know when my grandfather acquired it. Thanks for your comment.
