In my opinion, it is probably a grease filled/debris filled (grease, metal filings) area on the working die. The initials are a small cavity prone to becoming clogged over time. It happened in the 60s and 70s on Lincoln cents. It also happened with the Kennedy Halves. Not a rarity, as grease filled areas on coins/ working dies was pretty common.
