Its a die variety, a repunched mint mark. This affected a single obverse working die where a mint worker messed up hammering the S mintmark into that working die. To cover up his mistake, he attempted to add a stronger mintmark. They were hammered into the working die with a punch and a hammer. 0This one is more dramatic than others. One important note about RPMs. Its all about where the mint mark was positioned on the working die. Thats how attributors know which working die this came from. Each mintmark prior to 1989 had slightly different location.
