I already exposed a part of this coin, it could be die chips on the brow and the edge of the rim, as no article read about neck shock mentions such a mistake. It could happen?
Yes die chips can happen any where. These look extremely minor, but in time, the die which made this coin would have failed.
The rim area around the date might have been caused by a cracked die in that area, it almost looks like a "partial collar", but that crack behind Roosevelt might have been why it happened.
On a good day, a generous offer by someone might buy you breakfast. It's not a great error, it is minor, but interesting for some.
