In my opinion, it was either kept in a non safe style holder, or it issome time of graffiti. It looks superficial, and it's well circulated. Circulated coins are subject to all sorts of michief, from unintential or intentional damage, being used as a tool, washer, spacer, put in a vise or hundreds of other possibilities.
Knowing how the mint manufactures coins , how they are produced and knowing the commonly seen errors will help eliminate most of the non error coins. Arnold Margolis wrote and excellent error coin encyclopedia. Though dated, it still applies to most UBS coinsge, minus any pricing. A used copy can be had for nearly the cover price, but they are drying up fast.

You'd have to ask the person who had the coin while this condition was occurring. In the end, in my opinion it's post mint damage and probably due to bad storage handling, a less than good plastic flip or it was stored in something that caused the issue. I do not believe it's pvc,but some thing similar.
In the end it'enpmd and a conversational piece. That's all I got.
