I came across this Lincoln and was told it was an altered surface coin. Or do you think this is a missing Clad Layer Lincoln cent? Thanks

Welcome aboard.
In my opinion, all of that pitted look resembles a coin which suffers from environmental damage. It could have been on the ground, or simply hidden out of sight on concrete,exposed to the elements.
