In my opinion, it screams post mint damage. This has either been in the ground a long time or, it was in some acid or chemical based material. Those look like ravines near the rim where fluid may have run off. It loos like it received a decent strike from sometell tales signs that are still visible. It's in rough shape, and probably barely worth what it is made of
Lay it side by side next to another copper penny, this one will probably be a tad thinner. Being well circulated as well, it's nearly impossible to know what they did to it.
