It's difficult to assess the coin when there are no photos.
Is it a silver or clad coin ?
Is it a proof or business strike (normal everyday coin) ?
Look at the reeding of the coin, if you see copper, typically that indicates a clad coin ( copper and nickel).
If we get photos of the full obverse and reverse, then we might be able to offer a guess what it is.
If you have another bicentennial quarter, or a quarter in general, you can lay them on a table, tails down side by side . Is one higher than the other?
