This neither an error nor a variety. It basically boils down to a bad planchet. It's top copper core had problems and the zinc core beneath it as well. Some of these planchets before getting struck with working dies were heated up to 1700 degrees. The bubbles you see on the earlier dated zinc cents are trapped gas bubbles. The Mint had issues with this for quite a few years. In any event, it's not worth much, other than face value, on an extremely good day, if some one really, really wanted that coin, it might buy you a fancy cup of coffee.
