CONECA (pronounced: CŌ´NECA) is a national numismatic organization devoted to the education of error and variety coin collectors. CONECA focuses on many error and variety specialties, including doubled dies, Repunched mintmarks, multiple errors, clips, double strikes, off-metals and off-centers—just to name a few. In addition to its website, CONECA publishes an educational journal, The Errorscope, which is printed and mailed to members bimonthly. CONECA offers a lending library, examination, listing and attribution services; it holds annual meetings at major conventions (referred to as Errorama) around the country.

CONECA was formed through a merger of CONE and NECA in early 1983. To learn more about the fascinating HISTORY OF THE ERROR HOBBY and THE HISTORY OF CONECA, we encourage you to visit us our main site Here

In my opinion, this all looks like die deterioration damage.
The affected letters are lower and flat.
These dies eventually wear out, become clogged or both.

One thing to take into account is that the working dies that struck this coin usually strike up to 1 million coins before being retired. That means in the last 60 years, IF this was a multiple variety, I am pretty sure it would have been spotted a long time ago.

If damage is lower and shelf or step like, its probably in the worthless damage category.

For those reasons, that is why the coin received an MS64 from PCGS. Take a close look at the face and overall bust of Lincoln, its lacking a lot of fine details, especially on the hair.
